RE: The tariff classification of a woman’s blouse from China

Dear Mr. Stack:

In your letter dated March 13, 2006, you requested a tariff classification ruling on behalf of Item Eyes, Inc. The submitted sample will be returned to you as requested.

Style 40109 is a woman’s blouse constructed from 100 percent cotton woven fabric. The blouse features ¾ length sleeves with a non-functional tab, a collar, a partial front opening secured by four buttons and side vents.

The applicable subheading for style 40109 will be 6206.30.3040, Harmonized Tariff Schedule of the United States (HTSUS), which provides for women’s or girls’ blouses, shirts and shirt-blouses: other: other: other: women’s. The duty rate will be 15.4 percent ad valorem.

Style 40109 falls within textile category designation 341. Quota and visa status are the result of international agreements that are subject to frequent renegotiations and changes.
