RE: The tariff classification of a hand towel, bath towel, washcloth, dish cloth, dish towel, bar mop from Pakistan

Dear Ms. Smith:

In your letter dated October 9, 2007 you requested a classification ruling.

You will be importing a hand towel, bath towel, washcloth, dish cloth, dish towel and bar mop. Samples of the items were not submitted with your request. All of the items will be made from either 100 percent cotton or 93 percent cotton and 7 percent polyester woven terry fabric. The dish cloth will be available in two sizes either 12 x 12 inches or 13 x 13 inches. The bar mop measures 16 x 19 inches, the washcloth 12 x12 inches, hand towel 16 x 25 inches and the kitchen towel 16 x 28 inches. The bath towel will be available in a 21 x 40 inch and 22 x 42 inch size.

The applicable subheading for the dish towel will be 6302.60.0010, Harmonized Tariff Schedule of the United States (HTSUS), which provides for bed linen, table linen, toilet linen and kitchen linen: toilet linen and kitchen linen, of terry toweling or similar terry fabrics, of cotton towels: dish. The duty rate will be 9.1 percent ad valorem.

The applicable subheading for the hand towel and bath towel will be 6302.60.0020, HTSUS, which provides for bed linen, table linen, toilet linen and kitchen linen: toilet linen, of terry toweling or similar terry fabrics, of cotton... other. The duty rate will be 9.1 percent ad valorem.

The applicable subheading for the washcloth will be 6302.60.0030, HTSUS, which provides for bed linen, table linen, toilet linen and kitchen linen: toilet linen, of terry toweling or similar terry fabrics, of cotton... other. The duty rate will be 9.1 percent ad valorem.

The applicable subheading for the dishcloth will be 6307.10.2027, HTSUS, which provides for other made up articles, including dress patterns: floorcloths, dishcloths, dusters and similar cleaning cloths: dustcloths, mop cloths and polishing cloths: other dish cloths: of cotton. The duty rate will be 5.3 percent ad valorem.

The applicable subheading for the bar mop will be 6307.10.1020, HTSUS, which provides for other made up articles, including dress patterns: floorcloths, dishcloths, dusters and similar cleaning cloths: dustcloths, mop cloths and polishing cloths, of cotton bar mops (measuring 46 to 57 centimeters in length and 38 to 43 centimeters in width) of terry fabric. The duty rate will be 4.2 percent ad valorem.

The washcloth, dishcloth, barmop and dish towel fall within textile category designation 369. The hand towel and bath towel fall within textile category designation 363. With the exception of certain products of China, quota/visa requirements are no longer applicable for merchandise which is the product of World Trade Organization (WTO) member countries. The textile category number above applies to merchandise produced in non-WTO member-countries. Quota and visa requirements are the result of international agreements that are subject to frequent renegotiations and changes. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
