RE: The tariff classification of a windshield washer joint from Japan.

Dear Mr. Garcia:

In your letter dated July 24, 2006, you requested a tariff classification ruling. You submitted a schematic drawing with your request.

The article in question is a windshield washer joint, identified as a replacement service automobile part and designated as part number MB623192. The windshield washer joint is described as a 3-way plastic joint, which is used in automobile windshield wiper tube assemblies. One end of the joint is attached to a rubber tube originating from the windshield wiper pump and the other two ends are attached to rubber tubes, which are attached to the left and right windshield nozzles. The purpose of the windshield washer joint is to direct windshield washer fluid from the windshield washer fluid reservoir to the left and right sides of the windshield when the windshield wiper pump is activated. Fluid enters through one hole and exits through two holes. The windshield washer joint is made from plastic and incorporates a clip-like structure, which is designed for insertion into a pre-drilled hole to secure it.

The applicable subheading for the windshield washer joint will be 8424.90.9080, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other parts of mechanical appliances (whether or not hand operated) for projecting, dispersing or spraying liquids. The rate of duty will be free.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
