RE: The tariff classification of printed computer/graph paper from China

Dear Mr. Starikov:

In your letter dated Sept. 11, 2006, you requested a tariff classification ruling for the referenced merchandise. A retail packaged set of the paper was submitted; some sheets of which have been consumed in laboratory analysis, the balance of which will be retained for reference.

The paper is 8 ½” x 11” in size. Our laboratory reports that it is white on one surface, printed with blue/white graph on the other, is uncoated, unimpregnated with any substance.

The applicable subheading for the referenced and described paper will be 4811.90.9090, Harmonized Tariff Schedule of the United States (HTSUS), which provides for: Papersurface-colored, surface-decorated or printed: Other (than certain specified kinds). The rate of duty will be Free.

Duty rates are provided for your convenience and are subject to change. The text of the most recent HTSUS and the accompanying duty rates are provided on World Wide Web at http://www.usitc.gov/tata/hts/.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).

The merchandise in question may be subject to antidumping duties or countervailing duties.
