RE: The tariff classification of “Colors - Pre-School Learning Game & Reward Stickers Book” from China.

Dear Mr. Crago:

In your letter dated August 21, 2006, you requested a tariff classification ruling.

You submitted a sample of “Colors - Pre-School Learning Game & Reward Stickers Book” identified as item number A068KA00122E (SBA3003V), which is being returned upon your request. The item consists of a soft cover booklet with five puzzles and 104 stickers for the amusement of children three years of age and older. The puzzles include color matching (matching assorted colored “smiley face” stickers with similar colored objects) and assorted number matching (matching assorted colored stickers with the corresponding colored numbers to unravel codes). There is also a page with a paper doll and various outfits that can be affixed to the paper doll.

Although a paper doll is included, the puzzles predominate and therefore the “Colors - Pre-School Learning Game & Reward Stickers Book” will be classified under the tariff provision for puzzles.

The applicable subheading for the “Colors - Pre-School Learning Game & Reward Stickers Book” identified as item number A068KA00122E (SBA3003V) will be 9503.60.2000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for "Puzzles and parts and accessories thereof: Other." The rate of duty will be Free.
