RE: The tariff classification of key tags, key rings and a clothes bar from China

Dear Mr. Griffith:

In your letter dated March 27, 2006, you requested a tariff classification ruling of various items made in China.

The samples you submitted are as follows: A package of five plastic, color-coded key tags, item number 55-4071. Each tag is a different color and has an area to indicate key identification. A coiled cord key holder, item number 7916. It is composed of a PVC coiled cord; a plastic, spring loaded clip for attaching to a belt loop, etc.; and a steel split ring to hold keys. A coiled wrist key holder, item number 7918. It consists of a PVC coiled cord that fits around the wrist, and a steel split ring to hold keys. A metal, pull apart key chain, item number 7950. It consists of a connecting central portion and two steel split rings. When the top plunger of the central portion is depressed, the key chain can be pulled apart and separated. An expandable clothes bar, item number 7536. It consists of an expandable, plastic covered, steel bar with a steel hook on each end. Retail packaging indicates that the rod expands to the full width of a car and mounts on any vehicle interior hooks.

The applicable subheading for the plastic key tags will be 3926.90.9880, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other articles of plastics and articles of other materials of headings 3901 to 3914, other, other, other. The rate of duty will be 5.3 percent ad valorem.

The applicable subheading for the coiled key holder, wrist key holder and pull-apart key holder will be 7326.20.0070, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other articles of iron or steel, articles of iron or steel wire, other. The rate of duty will be 3.9 percent ad valorem.

The applicable subheading for the vehicle clothes rod will be 8302.30.3060, Harmonized Tariff Schedule of the United States (HTSUS), which provides for base metal mountings, fittings and similar articlesother mountings, fittings and similar articles suitable for motor vehicles; and parts thereof, of iron or steel, of aluminum or of zinc, other. The rate of duty will be 2 percent ad valorem.
