RE: The tariff classification of carrying bag from China

Dear Mr. Mattson:

In your letter dated January 9, 2006 you requested a classification ruling. The request is on behalf of Manhattan Toy

The submitted sample is identified as item #115780, “Cool Carryall.” It is part of the Manhattan Toy product line “GroovyGirls®.” The carrying bag is mainly of textile materials. The exterior surface is of man-made fiber fabric. The carrying bag is fitted to carry two miniature dolls and accessories as well as personal effects. The principle use of the bag is to provide storage, protection, organization and portability to the contents. The bag has a front flap that is designed to zipper open giving access to the contents.

The applicable subheading for item L89350, “Cool Carryall” will be 4202.92.9026, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other containers and cases, other, with outer surface of textile materials, of man-made fibers. The duty rate will be 17.6 percent ad valorem.
