RE: The tariff classification of a women’s goatskin leather jacket, camel-bone necklaces, a camel-skin & henna container and fossilized marble tables from Morocco.

Dear Ms. Grossvogel:

In your letter dated November 27, 2000, you requested a tariff classification ruling.

You have submitted photographs of the following items:

A women’s goatskin leather jacket
Necklaces made of camel-bone
A camel-skin and henna 6” container
Fossilized marble tables 3’-5’ long
Mirrors with camel-bone and silver frames

The applicable subheading for the women’s goatskin leather jacket will be 4203.10.4060, Harmonized Tariff Schedule of the United States (HTS), which provides for articles of apparel and clothing accessories, of leather or of composition leather: articles of apparel: other, coats and jackets: other, women's and girls’ and infants. The rate of duty will be 6% ad valorem.

The applicable subheading for the necklaces made of camel-bone will be 7117.90.9000, HTS, which provides for imitation jewelry: other: other: valued over 20 cents per dozen pieces or parts: other: other. The rate of duty will be 11% ad valorem.

The applicable subheading for the camel-skin and henna container will be 4205.00.8000, HTS, which provides for other articles of leather or of composition leather. The rate of duty will be free.

The applicable subheading for the fossilized marble tables will be 9403.80.6040, HTS, which provides for other furniture and parts thereof: furniture of other materials, including cane, osier, bamboo or similar materials: other, household. The rate of duty will be free.

The aforementioned rates of duty will remain unchanged in 2001.

Articles classifiable under subheading 7117.90.9000, HTS, which are products of Morocco may be entitled to duty free treatment under the Generalized System of Preferences (GSP) upon compliance with all applicable regulations. The GSP is subject to modification and periodic suspension, which may affect the status of your transaction at the time of entry for consumption or withdrawal from warehouse. To obtain current information on GSP, check the Customs Web site at www.customs.gov. At the Web site, click on "CEBB" then search for the term “GSP.”

Regarding the camel-bone and silver mirror, additional information is needed in order for us to provide the classification. Please indicate whether or not the silver is actually the precious metal silver, and what the dimensions of the glass mirrors are.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
