RE: The tariff classification of travel bags from China.

Dear Mr. Egan:

In your letter dated February 28th, 2000, you requested a classification ruling.

The sample submitted with your request, item #421, is a travel bag that is sold with an inner travel bag. Both bags are padded and have an exterior surface of a compact sheeting of plastic. The larger travel bag has a zippered pocket on the front exterior and an adjustable, permanently attached shoulder strap. The interior of the bag is lined, has a zippered back wall mesh pocket, and is equipped with a removable divider that separates the main compartment into two compartments. One of the compartments can contain the inner travel bag. The interior of the inner bag has two elasticized loop holders that can hold bottles. The top opening of both bags are secured by zippered closures.

The applicable subheading for #421, larger travel bag, will be 4202.92.4500, Harmonized Tariff Schedule of the United States (HTS), which provides for travel, sports, and similar bagsother. The duty rate will be 20% ad valorem.
