RE: The tariff classification of an AC Adapter, an Antenna Adapter Jack, and a Car Cord Adapter with Fuse from Hong Kong

Dear Mr. Vollmerhausen:

In your letter dated September 22, 1999, you requested a tariff classification ruling.

The merchandise is described in your letter as a “Personal TV Convenience Accessory Pack – Model #502AC”(K-Mart Style #19-02-17) which includes the following items:

· An AC Adapter – input voltage 120V AC 60 Hz, Wattage - 10W output · An Antenna Adapter Jack
· A Car Cord Adapter with Fuse –12V

This kit is not a set under GRI 3(b) because it does not “consist of products or articles put up together to meet a particular need or carry out a specific activity” as specified in the Explanatory Notes. A sample of the kit was submitted to this office. The kit can be used with a console TV and allows the TV to be used anywhere. The AC adapter is a rectifier and allows the TV to be operated from a standard AC outlet. The antenna jack can be used to attach an additional antenna to the TV’s “signal input” connector. The antenna jack contains an induction coil. The function of the coil, as per telephone conversation with you, is as 1) a signal booster and 2) a filter for reception. The Car Cord Adapter with Fuse (250V 3A) allows the console TV to be powered off the automobile battery.

The applicable subheading for the AC Adapter will be 8504.40.9510, Harmonized Tariff Schedule of the United States (HTS), which provides for “Static converters: Rectifiers and rectifying apparatus: Power supplies: With a power output not exceeding 50W.” The rate of duty will be 1.5 percent ad valorem.

The applicable subheading for the Antenna Adapter Jack will be 8504.50.8000, Harmonized Tariff Schedule of the United States (HTS), which provides for “Other inductors: Other.” The rate of duty will be 3 percent ad valorem.

The applicable subheading for the Car Cord Adapter with Fuse will be 8544.41.8000, Harmonized Tariff Schedule of the United States (HTS), which provides for “Insulated wire, cable and other insulated electric conductorswhether or not assembled with electric conductors or fitted with connectors: Other electric conductors, for a voltage not exceeding 80V: Fitted with connectors: Other.” The rate of duty will be 2.6 percent ad valorem.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
