RE: The tariff classification of Het Acid (CAS # 115-28-6) from Belgium

Dear Mr. Carl:

In your letter dated August 2, 1999, you requested, on behalf of your client Occidental Chemical Corporation, a tariff classification ruling.

Het Acid is a nonaromatic, cyclenic, halogenated polycarboxylic acid used in the manufacture of unsaturated polyester resins, flame retardant resins, plasticizers, laminates, coatings and adhesives.

The applicable subheading for the Het Acid, also known as 1,4,5,6,7,7-Hexachloro-bicyclo[2.2.1]hept-5-ene-2,3-dicarboxylic acid, will be 2917.20.0000, Harmonized Tariff Schedule of the United States (HTS), which provides for Cyclanic, cyclenic or cycloterpenic polycarboxylic acids, their anhydrides, halides, peroxides, peroxyacids and their derivatives..... The rate of duty will be 4.2 percent ad valorem.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
