RE: The laws applicable to establishing the country of origin of a cloth that may be purchased from Pakistan or some other foreign country and then coated with an adhesive and other chemicals that are of U.S. origin with the coating and finishing job being done in Canada.

Dear Mr. Wilson:

In your letter dated August 6, 1993, you requested some information concerning the country of origin of certain merchandise you anticipate importing into the United States.

Since the information you sent us is rather vague with respect to the operation you have in mind, we are sending you the pertinent pages from the U.S. Customs Regulations (C.R. 12.130) which spells out the country of origin regulations when fabrics are transformed.

Also, before we can issue a binding ruling on the above subject matter, we would require a representative sample (no more than 5 per request), preferably a before and after sample, with detailed fabric specifications and a complete description of what happens in Canada.
