RE: The tariff classification of LET Power Supply Unit and a RST Power Supply Unit from China

Dear Mr. Anderson:

In your letter dated June 12, 1997, you requested a tariff classification ruling on behalf of Advanced Fibre Communications Inc. of Petaluma, California.

The merchandise is described in your letter as a LET Power Supply Unit (L-PSU) and a RST Power Supply Unit (R-PSU). The LET is a Local Area Exchange Terminal and the RST is a Remote Subscriber Terminal. These are rack units that make up the Intelligent Channel Bank Assembly UMC 1000A. These power supplies function as DC to DC converters. They convert the DC input voltages(-42V to -63V DC) to the voltages required by the common equipment and line cards (L-PSU:+5.15V, -5.15V and 32V DC);(R-PSU:+5.15V,-5.15V,-52V,-32V).

The applicable subheading for the LET Power Supply Unit and the RST Power Supply Unit will be 8504.40.8500,Harmonized Tariff Schedule of the United States (HTS), which provides for "[s]tatic converters: [f]or telecommunications apparatus." The rate of duty will be free.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
