RE: The tariff classification of cleaning diskettes and cleaning cartridges from Taiwan.

Dear Ms. Noble:

In your letter dated May 9, 1990, you requested a tariff classification ruling.

The merchandise under consideration involves a 3.5 inch cleaning diskette for cleaning floppy disc drives and three different models of cleaning cartridges that are used for cleaning tape drives.

The 3.5 inch cleaning diskette incorporates a remay disc inside of a plastic housing that is approximately the same size as 3.5 magnetic floppy diskettes. The housing also has special die cuts to allow the application of cleaning solutions.

The QIC 2000, QIC 11, and QIC Auto cleaning cartridges all consist of black plastic housings that incorporate such components as thumb levers for activating the pad holders, and springs for holding the pad holders. The pads and the cleaning solution are not imported with the cleaning cartridges. These articles are for sale as cleaning and maintenance units for computer disc and tape drives. These cleaning diskettes and cartridges are solely or principally used with computer storage devices.

The applicable subheading for the cleaning diskettes and cleaning cartridges will be 8473.30.4000, Harmonized Tariff Schedule of the United States (HTS), which provides for parts and accessories of the machines of heading 8471, not incorporating a cathode ray tube. The rate of duty will be free.

This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177).

A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported. If the documents have been filed without a copy, this ruling should be brought to the attention of the Customs officer handling the transaction.
