This is a formal Request for Discussion (RFD) for the creation of a
world-wide moderated Usenet Newsgroup rec.scouting.usa.jamboree. This
is not a Call for Votes (CFV); you cannot vote at this time.
Procedural details are below.

RATIONALE: rec.scouting.usa.jamboree

As the 1997 National Jamboree approaches, many new questions also come
up.  A Usenet Newsgroup dedicated to that of the Jamboree and all
Future Jamborees seems needed.  As mailing lists may come and go, the
Usenet continues to be a foundation of service and discussion for all
Internet users around the world.

Currently the Group rec.scouting.usa provides a good area to post
regarding all boy scout issues, unfortunately it has become apparent
that as jamborees approach, so will the traffic upon this group.  A
group dedicated entirely to the Jamboree and all future Jamborees is a
necessity to insure that topics remain local to the group witch they
are posted to.

A Jamboree newsgroup would not only serve those members of the United
States, but also all members of the Scouting Movement in the world to
insure that the purpose of Jamborees be presented to all of our
scouting brothers.  "By Failing to prepare, you are preparing to fail"
a quote by B. Franklin reminds us that the ideal of preparedness
expands well beyond the reach of the Boy Scouts, and that Being
Prepared is a main issue in all aspects of life, thus, being prepared
for a Jamboree is a main concern among Scouts as well as adults.

A group dedicated to this can enrich the Jamboree experience for all
members by learning from other members what a Jamboree is about and
what should be expected and brought to the jamboree.  This list needs
to be moderated to avoid "spam," sexually-explicit information, or
other unnecessary or unwanted postings in compliance to the Boy Scouts
of America National Policy of Cleanliness.  This group will continue
to serve all scout Jamborees regardless of when and will insure that
the Ideal of the scouting movement be expressed in all aspects of all
Jamborees to come.

CHARTER: rec.scouting.usa.jamboree

This group will discuss all aspects of all National Boy Scout
Jamborees, as organized by the Boy Scouts of America.

Topics in question would include, but not be limit to:

+ Scouting's Role in Jamborees
+ Problems and Questions regarding Jamborees
+ Action Centers
+ Activities, Shows and Guests
+ Contingents
+ Monetary Issues
+ Location Issues
+ Weather Concerns,
+ Staffing
+ and any other Jamboree related topics.

Some Topics that may seem welcome, but are really inappropriate,
includes but are not limited to:

+ Patch Trading
+ Problems with National or any other non-jamboree-related Boy Scout issues.


Topics that would be forbidden in this moderated group include,
but are not be limit to, the following:

+ Sexually-explicit materials
+ SPAM of any kind
+ Purposefully inflammatory postings
+ Advertisements of any kind
+ Non-jamboree-related Boy Scout issues.

This Newsgroup will remain active, before, during and after all
National Scout Jamborees.  This Group currently has no official
connections to the Boy Scouts of America, or any subsidiaries.  This
group will remain for General Discussion of Jamborees

Moderation Policy:

This group will be moderated to ensure that all Youth as well as Adult
members of the Group are protected from Sexually-Explicit materials,
SPAM, FLAME, or Advertisements of any kind.  This is to ensure that
the National Policy of the Boy Scouts of America remain active while
reading and posting to this group.  Since the Group deals with, and
many members will be, youth or minors, it is imperative to restrict
access to users who wish to abuse this policy.  The Moderator will be
required to uphold the Charter of this group by rejecting messages
that do not conform to it or the National Policy of the Boy Scouts of
America for whatever reason.

Torrance, California USA.  The Moderator is a member of the HTML
Writers guild, an active Boy Scout member, a Usenet enthusiast, and a
Staff member of the 1997 National Jamboree.

of the process, any potential problems with the proposed newsgroups
should be raised and resolved.  The discussion period will continue
for a minimum of 21 days (starting from when the first RFD for this
proposal is posted to news.announce.newgroups), after which a call for
votes (CFV) maybe posted by a neutral vote taker if the discussion
warrants it.  Please do not attempt to vote until this happens.
