RE: The tariff classification of No Hub Couplings from China

Dear Mr. Daly:

In your letter dated March 26, 2008, on behalf of MIFAB, Inc., you requested a tariff classification ruling. Samples of the No Hub Couplings were submitted for our review.

     The merchandise is identified as MIFAB Series MI-HUB Shielded No Hub Couplings (model numbers MI-HUB-2, MI-HUB-3, MI-HUB-4, MI-HUB-5, MI-HUB-6, MI-HUB-8, MI-HUB-10 and MI-HUB-12) and MIFAB Series MI-XHUB Heavy Duty Shielded No Hub Couplings (model numbers MI-XHUB-2, MI-XHUB-3, MI-XHUB-4, MI-XHUB-5, MI-XHUB-6, MI-XHUB-8, MI-XHUB-10 and MI-XHUB-12). The No Hub Couplings are manufactured with gaskets made from an elastomeric compound housed inside a stainless steel corrugated shield. The Shielded No Hub Couplings feature two (2” through 4” size), four (5” through 10” size) or six (12” size) stainless steel clamps tightened with 5/16” stainless steel hex head screws that surround the shield to provide the sealing force. The Heavy Duty Shielded No Hub Couplings feature four (2” through 4” size) and six (5” through 12” size) stainless steel clamps tightened with 3/8” stainless steel hex head screws that surround the shield to provide the sealing force. No Hub Couplings are used to provide a seal between no hub cast iron pipes and fittings.

The applicable subheading for the Shielded No Hub Couplings and Heavy Duty Shielded No Hub Couplings will be 7326.90.8587, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other articles of iron or steel, other, other, other, other, other. The rate of duty will be 2.9 percent ad valorem.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
