RE: The tariff classification of a Homogeneous Mixture from China

Dear Ms. Cazeneuve:

In your letter dated January 22, 2008, you requested a tariff classification ruling for a homogeneous mixture. The product, composed of 47% Glycine and 53% sodium carbonate, is a chemical mixture of an organic and inorganic compound indicated for use in the manufacture of an industrial cleaning compound.

The applicable subheading for the chemical mixture will be 3824.90.9290, Harmonized Tariff Schedule of the United States (HTSUS), which provides for prepared binders for foundry molds or cores; chemical products and preparations of the chemical or allied industries (including those consisting of mixtures of natural products), not elsewhere specified or included: other. The rate of duty will be 5 percent ad valorem.

You also indicate that Glycine, CAS No. 56-40-6, imported from China may be subject to anti-dumping duties. Written decisions regarding the scope of AD/CVD orders are issued by the Import Administration in the Department of Commerce and are separate from tariff classification and origin rulings issued by Customs and Border Protection.
