Dear Ms. Lyons:

In your letter dated November 15, 2007 on behalf of The Restex Co., Inc., you requested a classification ruling.

The submitted sample is a grill cloth. The two layer cloth is made from 100 percent cotton woven fabric. It measures approximately 12.5 x 23 inches. The cloth is used for cleaning cooking grills. The applicable subheading for the cloth will be 6307.10.1090, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other made up articles, including dress patterns: floorcloths, dishcloths, dusters and similar cleaning cloths: dustcloths, mop cloths and polishing cloths, of cotton other. The duty rate will be 4.1 percent ad valorem.

Duty rates are provided for your convenience and are subject to change. The text of the most recent HTSUS and the accompanying duty rates are provided on World Wide Web at http://www.usitc.gov/tata/hts/.

The grill cloth falls within textile category 369. With the exception of certain products of China, quota/visa requirements are no longer applicable for merchandise which is the product of World Trade Organization (WTO) member countries.
