RE: The tariff classification of a rubberized printer’s blanket, for use in the printing industry, from Brazil.

Dear Ms. Landau:

In your letter dated October 11, 2007, on behalf of Bottcher America Corporation, Belcamp, MD, you requested a tariff classification ruling.

You submitted two representative samples which were identified as Sample “A” and “B”, respectively.

With respect to Sample “A”, you submitted a technical specification sheet which did not mention the inclusion of what bench tests determine are at least two distinct layers of textile material. You may resubmit this request for a ruling after you obtain a more accurate and reliable breakdown of the constituent materials from the supplier.

Sample “B” consists of a rubberized printer’s blanket that measures 186 mm in width, 205 mm in length, 2.05 mm in thickness and .18 lbs. in weight. It consists of multiple built up layers of rubber and textile fabric (cotton). You state that this material is to be used in the printing press industry to transfer ink to the printing surface.

The applicable subheading for Sample “B” will be 5911.10.1000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for textile products and articles, for technical uses, ... textile fabrics, felt and felt- lined woven fabrics, coated, covered or laminated with rubber, ... printer's rubberized blankets. The rate of duty will be 2.9 percent ad valorem.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
