RE: The tariff classification of a feather duster from China.

Dear Ms. Ramsey:

In your letter dated June 25, 2007 you requested a tariff classification ruling.

Model number 62300 is called an extendible multi-duster. This item consists of a polyester handle that is in two parts: an 11-inch base with a 7-inch extension that is inserted into the base. When fully assembled, the duster can be extended to a total of 36 inches. The head of the extension allows the insertion of a polyester dusting head. The feather duster and five disposable dusting heads will be packaged together. The sample will be returned to you as requested.

The applicable subheading for the multi-duster will be 9603.90.4000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for “Brooms, brushes (including brushes constituting parts of machines, appliances or vehicles), hand-operated mechanical floor sweepers, not motorized, mops and feather dusters; prepared knots and tufts for broom or brush making; paint pads and rollers; squeegees (other than roller squeegees): Other: Feather dusters.” The rate of duty will be free.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
