RE: The tariff classification of cleaning cloth and pad from Korea

Dear Mr. Barber:

In your letter dated February 12, 2007 you requested a classification ruling on behalf of Rubbermaid Commercial Products.

The submitted samples are a cleaning cloth and “Wet” pad. The microfiber cleaning cloth is made from 100 percent man-made fiber knit pile fabric. All of the edges are finished and the corners are square. The cloth measures approximately 16 inches square. The multi-layer microfiber pad is made from man-made fiber knit pile fabric. The edges are bound with a polyester woven fabric. The rectangular pad measures approximately 6 x 27 inches.

The applicable subheading for the cloth and pad will be 6307.10.2030, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other made up articles, including dress patterns: floorcloths, dishcloths, dusters and similar cleaning cloths: other other. The duty rate will be 5.3 percent ad valorem.

The above subheading is not assigned a textile category designation. With the exception of certain products of China, quota/visa requirements are no longer applicable for merchandise which is the product of World Trade Organization (WTO) member countries. The textile category number above applies to merchandise produced in non-WTO member-countries. Quota and visa requirements are the result of international agreements that are subject to frequent renegotiations and changes. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
