RE: The tariff classification of a surfboard leash from China.

Dear Ms. Park:

In your letter dated December 6, 2006, you requested a tariff classification ruling.

The surfboard leash, style number CAL0003, is described as a Polyurethane cord with a Velcro strap on one end to attach to a surfboard and a Velcro strap with Neoprene foam padding on the other end for attachment to a surfer’s ankle. The leash helps prevent a surfer from being separated from his surfboard while surfing. The sample will be returned at your request.

The applicable subheading for the surfboard leash will be 9506.29.0080, Harmonized Tariff Schedule of the United States (HTSUS), which provides for “Articles and equipment for general physical exercise, gymnastics, athletics, other sportsWater skis, surf boards, sail boards and other water sport equipment; parts and accessories thereof: Other, Other.” The rate of duty will be free.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
