RE: The tariff classification of steel and zinc hardware from China

Dear Ms. Tucker:

In your letter dated June 16, 2006, you requested a tariff classification ruling.

The merchandise consists of five articles that will be used as attachments for tow chains, dog chains, clotheslines, marine purposes, and other general uses. Item number 41485 is a 2-inch diameter hitch ring with a 3.5-inch screw pin, both made of steel. Item number 99482 is a 1-inch bolt snap round swivel composed of steel. Item number 88192 is a steel latch slip hook available in 1/4, 5/16, and 3/8-inch sizes. The last two items are a 3/4-inch single swivel pulley and a 2-inch, wall-mount pulley. The single swivel pulley, item number 102930, has a zinc die cast body and a brass wheel. The wall-mounted pulley, item number 80784, has a steel body and a zinc die cast wheel.

The applicable subheading for the ring, swivel and hook will be 7326.90.8587, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other articles of iron or steel, other, other, other, other, other. The rate of duty will be 2.9 percent ad valorem.

The applicable subheading for the two pulleys will be 8483.50.9040, Harmonized Tariff Schedule of the United States (HTSUS), which provides for grooved pulleys. The rate of duty will be 2.8 percent ad valorem.
