RE: The tariff classification of gloves from Pakistan.

Dear Mr. Shapiro:

In your letter dated September 18, 2006, you requested a tariff classification ruling.

You have submitted a sample of a glove, style Pro-Tech 8, #PT8-SC, which offers fire and cut resistant protection. The glove is constructed of multi-layer materials with a palm side, fourchettes, and a palm side cuff made of a knit aramid (Nomex and Kevlar blend) fabric to which goat-skin overlays have been sewn to the outer surface, covering the palm side from fingertips to wrist. The back of the hand is made up of a knit aramid (Kevlar) fabric on the outer surface, with an inner layer of aramid (Nomex) fabric. The glove also features an inner waterproof barrier, a polyester lining, a knuckle guard on the backside, and an elasticized wrist.

The applicable subheading for the gloves will be 4203.29.3020, Harmonized Tariff Schedule of the United States (HTSUS), which provides for articles of apparel and clothing accessories, of leather or of composition leather: gloves, mittens and mitts: other: other: other: men’slined. The rate of duty will be 14% ad valorem.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
