Dear Mr. Helms:

In your letter dated August 16, 2006 on behalf of Neat Oh Intl. LLC. you requested a tariff classification ruling.

When opened completely the “Zipbin” becomes a flat board for children to play on. The “Zipbin” mat/box can be folded into a storage bin/ carrying case and can also be folded flat for storage.

The “Paint Zipbin” includes a polyester mat/box, a pad of paper, watercolor paints and brush set.
