RE: The tariff classification of hook-and-loop fastener strips on webbed fabric, from Hong Kong

Dear Mr. Fung:

In your undated letter that was received in this office on July 28, 2006, you requested a tariff classification ruling.

The submitted sample is a strip of narrow webbed fabric that has hook-and-loop fastener strips attached to it. This piece of fabric is attached by a nail or rivet to a large piece of molded plastic that you identify as a “rack bumper.” You state that in your next shipment, you will ship strips only. The strip will be classified in this letter.

The webbing strip measures approximately 29-5/8” x 1-1/2” and is 100% polypropylene. The “hook” piece and the “loop” piece are on opposite ends and opposite sides, extending approximately 9-1/2”. They are not coated. You indicate that the webbing strips will be imported without links or fittings.

The applicable subheading for the webbed fabric with hook-and-loop fastener strips attached will be 6307.90.9889, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other made up textile articles, other. The rate of duty will be 7% ad valorem.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
