RE: The tariff classification of a car wash mitt from China.

Dear Mr. Horowitz:

In your letter dated June 28, 2006 you requested a classification ruling.

The submitted sample is a car wash mitt. The mitt is comprised of multiple layers. The outer layer is made from polyester knit pile fabric. The middle layer is made from plastic foam. The back layer is made from a man-made fiber mesh fabric. The fabrics have been folded over and sewn on two sides with one side left open. An approximately 1-1/2 inch wide elastic wristband has been sewn to the open end of the mitt.

The applicable subheading for the car wash mitt will be 6307.10.2030, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other made up articles, including dress patterns: floorcloths, dishcloths, dusters and similar cleaning cloths: other other. The duty rate will be 5.3 percent ad valorem.

Subheading 6307.10.2030 is not assigned a category designation and items classified therein are not subject to quota or visa requirements. Quota and visa status are the result of international agreements that are subject to frequent renegotiations and changes. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
