RE: The tariff classification of a key ring from China

Dear Ms. Lombardi:

In your letter dated June 20, 2006, you requested a tariff classification ruling.

The samples you submitted are three split wire rings connected to various articles. Item number 831414108 is a Picture Frame Key Fob. It is composed of a steel, split wire ring attached to a 1.5-inch square, folded leather case with a snap closure. Inside the case are two plastic-covered windows suitable for holding 1-inch square photos.

The applicable subheading for the key ring with frame will be 7326.20.0070, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other articles of iron or steel, articles of iron or steel wire, other. The rate of duty will be 3.9 percent ad valorem.

Your inquiry does not provide enough information for us to give a classification ruling on item number 831414115, the Tommy Charm Key Fob or item number 831414177, the Tommy Mirror Key Fob. Your request for classification of the Charm Key Fob should include a breakdown by weight of each different metal present in the article, including the split wire, snap hook, chain, hoops and charms. For the Mirror Key Fob, please provide a breakdown by value of the steel split wire ring, leather, mirror and two magnets. Also, include the type of metal that the magnets are composed of. When this information is available, you may wish to consider resubmission of your request. We are returning any related samples, exhibits, etc. If you decide to resubmit your request, please include all of the material that we have returned to you.
