RE: The tariff classification of a universal power adapter from China

Dear Ms. Santos:

In your letter dated April 28, 2006, you requested a tariff classification ruling.

The merchandise subject to this ruling is a universal power adapter. It is identified in your letter as Item Number UPA9. The universal power adapter provides power and a battery charge to notebook computers and mobile devices. Three input plugs allow the user to simultaneously access power and charge the battery within a PDA, phone, or MPS player from a car, an airplane, or an alternating current (AC) wall outlet. A sample of the merchandise was submitted to this office and is being returned to you as per request.

The applicable subheading for the universal power adapter (Item Number UPA9) will be 8504.40.9580, Harmonized Tariff Schedule of the United States (HTSUS), which provides for “Electrical transformers, static converters (for example, rectifiers) and inductors Static converters: Other: Other.” The rate of duty will be 1.5 percent ad valorem.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
