RE: The tariff classification of mop handles and frames from China

Dear Mr. Chance:

In your letter dated April 18, 2006, on behalf of Unitex International, Inc., you requested a tariff classification ruling.

The merchandise is two mop handles and three mop frames. Item number DMH-500 is a Clip-on Dust Mop Handle HD. It is a 60-inch long, wooden mop handle pole with a diameter of approximately 1 inch. Attached to the top of the handle is a black steel clip that will be used to hold the wire frame of a dust mop. Item number WMH-601125 is a Spring Grip Wet Mop Handle. It is also a 60-inch long, wooden mop handle pole with an approximate 1-inch diameter. A steel spring mechanism fastened to the end of the handle will be used to attach a wet mop. The three steel wire frames (item numbers DMF-524B, DMF-536B, and DMF-548B) measure 5 inches wide by 24 inches, 36 inches and 48 inches long. The frames are imported separately from the mop handles. After importation, the frames will be attached to the handles to hold dust mops in place.

The applicable subheading for the two mop handles and three frames will be 7323.99.9060, Harmonized Tariff Schedule of the United States (HTSUS), which provides for table, kitchen or other household articles and parts thereof, of iron or steel, other, other, not coated or plated with precious metal, other, other, other. The rate of duty will be 3.4 percent ad valorem.

Duty rates are provided for your convenience and are subject to change. The text of the most recent HTSUS and the accompanying duty rates are provided on World Wide Web at http://www.usitc.gov/tata/hts/.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).

A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported. If you have any questions regarding the ruling, contact National Import Specialist James Smyth at 646-733-3018.

Sincerely,
