RE: The tariff classification of a pillbox and a coin purse from China

Dear Ms. Marcoux:

In your letter dated April 6, 2006, you requested a tariff classification ruling.

The samples you submitted are a sparkling ladybug pillbox with key ring (item number 53490) and a silk coin purse with key ring (item number 56280). The pillbox is shaped like a ladybug, and measures 1 inch long by .75 inch wide by .50 inch deep. The ladybug is made of gold-plated lead alloy, painted with red and black epoxy, and has red crystals for eyes. It is a hinged container with a magnetic closure that can store about two pills. Attached to the pillbox by a short steel chain is a steel wire split ring that can hold keys. The metal in the article that predominates by weight is lead.

The silk coin purse with key ring is made of textile material and steel. It consists of a 2-inch wide by 2.5-inch high silk purse with a steel snap closure. The fabric is red with a pink, green, and gold butterfly design. Attached to the purse by a short steel chain is a steel wire split ring that can hold keys.

The applicable subheading for the pillbox with key ring will be 7806.00.0000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other articles of lead. The rate of duty will be 3 percent ad valorem.

The applicable subheading for the coin purse with key ring will be 4202.32.9550, Harmonized Tariff Schedule of the United States (HTSUS), which provides for articles of a kind normally carried in the pocket or in the handbag, with outer surface of textile materials, other, other, of man-made fibers. The rate of duty will be 17.6 percent ad valorem.

The coin purse falls within textile category designation 670. Quota and visa status are the result of international agreements that are subject to frequent renegotiations and changes.
