RE: The tariff classification of a woman’s blouse from China.

Dear Ms. Fox:

In your letter dated April 6, 2006, you requested a classification ruling for a woman’s blouse on behalf of Ann Taylor, Inc. The submitted samples will be returned to you, as requested.

Style 145143 is a woman’s blouse constructed from an outer layer that is 100 percent polyester knit openwork fabric, and an inner layer, essentially a lining constructed from 75 percent silk, 20 percent cotton and five percent cashmere knit fabric. The sleeveless blouse has a rounded neckline, a keyhole opening at the back with a button closure at the top, and a scalloped bottom. The openwork fabric has more than ten stitches per centimeter in both the horizontal and vertical directions.

The applicable subheading for style 145143 will be 6106.20.2010, Harmonized Tariff Schedule of the United States (HTSUS), which provides for Women’sblousesknitted or crocheted: Of man-made fibers. The duty rate will be 32% ad valorem.
