RE: The tariff classification of a tool organizer from China

Dear Ms. Tang:

In your letter dated March 23, 2006, you requested a tariff classification ruling on behalf of your client, Tigertech Media Inc.

The sample you submitted, which will be returned to you, is described as a “Universal Air Tool Organizer.” It is used to store and organize industrial, automotive and ARO air tools. It consists of a two-piece plastic body, four universal brass couplers, and mounting hardware. The plastic body can be fit together for mounting from a pegboard or be separated for mounting on top of or underneath a workbench. The couplers screw into the body and can accept all ¼ inch male fittings. The essential character of this composite good is imparted by the brass couplers.

The applicable subheading for the air tool organizer will be 8302.50.0000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for base metal mountings, fittings and similar articleshat-racks, hat pegs, brackets and similar fixtures, and parts thereof. The rate of duty will be free.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
