The ruling was requested on a product identified as the “Hanging Wooden Photo Frame Trio”, SKU # 28370. Descriptive literature for the product was submitted. The product consists of three picture frames connected together in a vertical row by eye hooks. The top frame is attached to a metal chain, by means of which the three hanging frames are mounted to a wall. The frames are made of pine wood with a cherry finish. Each frame will hold a 4-1/4” x 2-5/8” photograph.

The applicable subheading for the “Hanging Wooden Photo Frame Trio”, SKU # 28370, will be 4414.00.0000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for wooden frames for paintings, photographs, mirrors or similar objects. The rate of duty will be 3.9 percent ad valorem.
