RE: The tariff classification of binocular strap from China

Dear Ms. Johnson:

In your letter received by our office on January 10, 2006, on behalf of Bushnell Corporation, you requested a tariff classification ruling. A sample of the binocular strap was submitted with the ruling request.

The submitted item number 10-9995CM is described as a neoprene padded neck strap for binoculars that can be used with any Bushnell binoculars. The item features an extended nylon piece of strap with a plastic retaining clip, which is attached to each end of the binocular strap. The nylon piece helps the strap attach to the binocular through the strap hook on the binocular. The extended piece of strap is detachable because some binoculars come with this extended piece. You have indicated in your letter that the binocular strap is made in China.

Your sample is being returned as requested.

The applicable subheading for the binocular strap will be 9005.90.8000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other parts and accessories for binoculars. The rate of duty will be free.
