RE: The tariff classification of paper punches from China

Dear Ms. De Silva:

In your letter dated February 14, 2005, you requested a tariff classification ruling.

The merchandise is a set containing two paper punches and a sheet of small adhesive pads (item number PP 292103). The punches are made of a zinc alloy within a plastic housing. Placed on a flat surface and using hand pressure, one cuts a star shape, and the other, a flower shape. The punches will be used by crafters to decorate scrapbooks. The adhesive pads are designed to attach the shapes to paper.

The applicable subheading for the paper punch set will be 7907.00.6000, Harmonized Tariff Schedule of the United States (HTS), which provides for other articles of zinc, other. The rate of duty will be 3 percent ad valorem.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
