RE: The tariff classification of adhesive coated ribbons, from China.

Dear Ms. Massey:

In your letter, which was received May 10, 2004, you requested a tariff classification ruling. The supplier is Berwick Offray Ltd., Kowloon, Hong Kong.

The instant sample, identified as style #1K5122MC, consists of a retail package containing three decorative adhesive backed ribbons. Specifically, the three ribbons, which measure about 1/2" in width, are made of 100% polyester man-made fibers (woven) and contain a self-adhesive backing that is likely an acrylate-type plastics material. This self-adhesive coating, which cannot be seen with the naked eye, prevents the two cut edges of the fabric from unraveling.

The applicable subheading for the ribbons will be 5806.32.1090, Harmonized Tariff Schedule of the United States (HTS), which provides for other narrow woven fabrics, other than goods of heading 5807, of man-made fibers, ribbons. The rate of duty will be 6 percent ad valorem.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
