RE: The tariff classification of mold components from Hong Kong

Dear Mr. Burns:

In a letter received on July 31, 2003 you requested a tariff classification ruling.

You submitted descriptive information and samples for the following five mold components:

 Ejector pins - alloy steel pins manufactured in standard lengths from 6 inches to 36 inches or more and in diameters ranging from 3/64 inch to 1 inch or greater. They are used to eject an article from the mold after the article has solidified.

 Leader pins - alloy steel pins produced in standard sizes ranging from 1 ¾ inches to 18 ¾ inches in length and from ¾ inch to 2 ½ inches in diameter. They are used to guide mold halves open and closed.

 Ejector sleeves - alloy steel articles, tubular in shape, into which the ejector pins are inserted. They can also be used to eject molded articles of a round nature, as such items lack a flat surface needed by an ejector pin. The sleeves are 4 inches to 14 inches long, have outer diameters from 3/16 inch to 1 inch, and inner diameters of 3 3/32 inches to 1 ¼ inches.

 Side locks - two piece units in which the male and female portions are placed on adjoining surfaces of the two mold halves and which serve to ensure the mold halves are properly aligned. The female portion of the side lock is ⊔-shaped, while the male T-shaped portion features a projection which fits into the slot of the female portion.

 Bushings - articles referred to as shoulder bushings, straight bushings, and guided ejection bushings. They may be made of alloy steel, bronze plated alloy steel, solid aluminum bronze, or solid aluminum bronze with oil-impregnated graphite plugs. All are available in a wide variety of standard sizes.

In a telephone conversation with a member of my staff, you indicated that these articles have universal application in various types of molds, including molds for die cast metals, plastics, glass, and minerals.

With the exception of the bushings, we understand these items are principally used as components of molds for forming plastic articles. Accordingly, the applicable subheading for the ejector pins, leader pins, ejector sleeves, and side locks will be 8477.90.8510, Harmonized Tariff Schedule of the United States (HTS), which provides for parts of machinery for working rubber or plastics or for the manufacture of products from these materials, not specified or included elsewhere (in chapter 84): other: other: of injection-molding machines: other. The rate of duty will be 3.1 percent ad valorem.

The applicable subheading for the bushings will be 8485.90.0080, HTS, which provides for machinery parts, not containing electrical connectors, insulators, coils, contacts or other electrical features, and not specified or included elsewhere (in chapter 84): other: other. The rate of duty will be 3.9 percent ad valorem.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
