RE: The tariff classification of soft storage bins from China.

Dear Ms. Tuchel:

In your letter dated June 2, 2003, you requested a tariff classification ruling.

The merchandise to be imported consists of soft storage bins made of textile material with cardboard sewn in between the fabric for structural support. The bins will come in various sizes and will be made of either canvas or nonwoven material. They will have either leather or cotton handles to facilitate transport and may have a zipper. The bins are designed to sit on the floor.

The applicable subheading for the soft storage bins will be 9403.80.6040, Harmonized Tariff Schedule of the United States (HTS), which provides for “Other furniture and parts thereof: Furniture of other materialsOther, Household.” The rate of duty will be free.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
