RE: The tariff classification of handbag with coin purse from China.

Dear Ms. Wierbicki:

In your letter dated October 1, 2002, on behalf of Avon Products, Inc., you requested a tariff classification ruling for a handbag with coin purse.

The sample submitted is identified as “Floral Stencil Bag & Coin Purse” PP #253714. The item consists of a ladies handbag with matching coin purse. It is manufactured with an exterior surface of polyvinyl chloride (PVC) sheeting. The coin purse is of the same material that matches the handbag. The bag has a single compartment interior that incorporates a lining with a zippered wall pocket and an open pocket on one sidewall. The bag features double self-fabric carrying handles and a detachable shoulder strap. The items will be imported packaged ready for retail sale as a set and will be classified accordingly. The handbag will impart the essential character of the set. Your sample is being returned as requested.

The applicable subheading for PP #253714 will be 4202.22.1500, Harmonized Tariff Schedule of the United States (HTS), which provides for handbags, whether or not with shoulder strap, including those without handle, with outer surface of sheeting of plastic. The rate of duty will be 16.8 percent ad valorem ad valorem.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
