RE: The tariff classification of a novelty child’s handbag from China.

Dear Mr. Gomez:

In your letter dated August 15, 2001, on behalf of Aurora, Inc., you requested a tariff classification ruling for a novelty child’s handbag.

The sample submitted, item #16100, soft plush purse called “Purs-Animals”, is a novelty child’s handbag. It is designed to provide storage, protection, organization and portability for a child’s personal effects. The useful functions as a purse are greater than any play value. The purse is manufactured with an exterior surface of man-made fiber textile materials. The bag has a textile interior lining and features a top zippered closure, double textile carrying straps and a removable braided shoulder strap.

The applicable subheading for the novelty handbag will be 4202.22.8050, Harmonized Tariff Schedule of the United States (HTS), which provides for handbags, whether or not with shoulder strap, including those without handle, with outer surface of textile materials, other, other, of man-made fibers. The rate of duty will be 18.1 percent ad valorem.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
