RE: The tariff classification of a travel toiletry bag from China.

Dear Ms. Kwok:

In your letter dated May 17, 2002, you requested a tariff classification ruling for a travel toiletry bag.

The sample submitted, identified as item C3-67830, is a toiletry bag designed to contain cosmetics and toiletries during travel. It is manufactured with an exterior and interior surface of polyvinyl chloride (PVC) plastic sheeting. It measures approximately 8 ½”(H) x 8”(W) x 3”(D). The top of the bag is secured by means of a hook and loop fastener

The applicable subheading for the toiletry bag will be 4202.92.4500, Harmonized Tariff Schedule of the United States (HTS), which provides for travel, sports and similar bags, with outer surface of sheeting of plastic, other. The rate of duty will be 20 percent ad valorem.

You have asked whether this product is subject to antidumping duties or countervailing duties.
