RE: The tariff classification CCTV and mail handling parts from the United Kingdom.

Dear Mr. Holmes:

In your letter dated May 8, 2002 you requested a tariff classification ruling on behalf of Sarnatech BNL (USA).

The items in question are various parts used by OEM customers in the production of mechanisms for closed circuit television (CCTV) systems and mail handling equipment. Samples and technical drawings were submitted.

The three parts identified by part numbers D5225, D5117 and D5191 are used in mail handling machines. D5117 and D5191 are pressure roller assemblies used in the paper transport mechanisms of fully automated mail insertion machines. D5225 is a grooved pulley used in the drive mechanism of the mail insertion machine.

The remaining two parts, D5121 and D5188, are plastic mounting assemblies used in CCTV applications. Part D5121 provides for support and signal transmission for motorized tilting of a security camera. Part D5188 provides panning adjustment for a security camera.

The applicable subheading for part number D5225 will be 8483.50.9040, Harmonized Tariff Schedule of the United States (HTSUS), which provides for grooved pulleys. The rate of duty will be 2.8 percent ad valorem.

The applicable subheading for part numbers D5117 and D5191 will be 8473.40.8500, HTSUS, which provides for other parts and accessories of the machines of heading 8472, which includes mail insertion machines. The rate of duty will be 1.9 percent ad valorem.

The applicable subheading for part numbers D5121 and D5188 will be 8529.90.8100, HTSUS, which provides for parts suitable for use solely or principally with the apparatus of headings 8525 to 8528, which includes television cameras. The rate of duty will be 3.3 percent ad valorem

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
