RE: The tariff classification of a handbag from China.

Dear Ms. Kwok

In your letter dated March 15, 2002, you requested a tariff classification ruling for a handbag.

The sample submitted is identified as item C-72319B. The item is a lady’s handbag designed to carry money, keys and small accessories on a daily basis. It is manufactured with an exterior surface of 100% cotton pile fabric with plastic sheeting trim. The interior consists of a single textile lined compartment with no additional features. It measures approximately 11”(W) x 8”(H). The handbag features double carrying handles of plastic sheeting and it is secured by means of a top zippered closure.

The applicable subheading for item C-72319B will be 4202.22.8050, Harmonized Tariff Schedule of the United States (HTS), which provides for handbags, whether or not with shoulder straps, including those without handle, with outer surface of textile materials, other, other, of cotton. The rate of duty will be 18.1 percent ad valorem.

You have asked whether this product is subject to antidumping duties or countervailing duties.
