RE: The tariff classification of a box for ribbons from Hong Kong.

Dear Mr. Reuben:

In your letter dated December 28, 2001, you requested a ruling on behalf of Millworks Trading Co., Ltd., of New York City on tariff classification.

You submitted a sample of the box, which looks like a shoebox. It shall be returned as requested. The box is cardboard covered with man-made fiber textile fabric. It measures 12” x 6” x 4”. It has a lid which is connected at the rear edge and which has a piece of ribbon keeping it from opening more than 90 degrees. The box has six compartments, each 2” wide, with a grommet-enclosed hole facing out the front of the box. Each compartment is meant to hold a ribbon which may be unrolled through the grommet.

The applicable subheading for this product will be 6307.90.9989, Harmonized Tariff Schedule of the United States (HTS), which provides for other made-up textile articles. The general rate of duty will be seven percent ad valorem.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R.177).
