RE: The tariff classification of scissors and glue set from Taiwan.

Dear Ms. Cordo:

In your letter dated July 18, 2001, you requested a ruling on behalf of Décor Craft Inc. on tariff classification.

The sample you provided is a Scissors and Glue Set, Item No. 9. The set contains a pair of scissors and two small plastic bottles of liquid glue. The scissors are made with plastic handles, but have a metal cutting edge. You stated in a telephone conversation that the value of the scissors exceeds $1.75 per dozen.

The applicable subheading for the glue will be 3506.10.5000, Harmonized Tariff Schedule of the United States (HTS), which provides for product suitable for use as glues or adhesives, put up for retail sale as glues or adhesives, not exceeding a net weight of 1 kg:... Other. The general rate of duty will be 2.1 percent ad valorem.

The applicable subheading for the pair of scissors will be 8213.00.9000, Harmonized Tariff Schedule of the United States (HTS), which provides for scissors, tailors' shears and similar shears... valued over $1.75 per dozen, other. The general rate of duty will be 5.1 cent each plus 5.1 percent ad valorem.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R.177).
