RE: The tariff classification of a mechanical tether from Taiwan.

Dear Mr. Watson:

In your letter dated May 30, 2001, you requested a ruling on behalf of IDL Merchandising on tariff classification.

The sample you provided is described as a mechanical tether. The tether is designed to permanently attach merchandise to a display shelf in a store. It consists of three parts: a line of steel wire; a spring-operated take-up reel in a housing; and, a plastic piece similar to a suction cup, but using adhesive. The tether will be affixed to a display shelf and the line adhered to merchandise, such as a camera or shoe. This will allow the merchandise to remain secure while customers examine it.

The applicable subheading for this product will be 7326.20.0050, Harmonized Tariff Schedule of the United States (HTS), which provides for other articles of iron or steel, articles of iron or steel wire, other. The general rate of duty will be 3.9 percent ad valorem.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R.177).
