RE: The tariff classification of a hat headband from Korea.

Dear Mr. Oh:

In your letter dated January 19, 2001 you requested a tariff classification ruling.

The submitted sample is a hat inner headband composed of polypropylene spun-bonded non-woven fabric with an adhesive back. The product is a peel-off, stick-on inside of hat headband used to prevent perspiration or make-up soiling the hat. You state that the headbands will be cut to size before importation.

The applicable subheading for the hat headband will be 6507.00.0000, Harmonized Tariff Schedule of the United States (HTS), which provides for “Headbands, linings covers, hat foundations, hat frames, peaks (visor) and chinstraps, for headgear.” The rate of duty will be Free.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
