RE: The tariff classification of various towels and washcloths from Pakistan.

Dear Mr. Sirico:

In your letter dated November 9, 2000 you requested a classification ruling on behalf of Far East Brokers.

You submitted samples of a hand towel (item number 21510), bath towels (item number 21530) and washcloth (item number 21520). The towels and washcloth are made from 100 percent cotton terry fabric. Both sides of the towels and washcloths have uncut loops. All of the edges are hemmed and the towels feature a flat woven section at each end. The washcloth measures 14 inches square. The hand towel measures 18 x 31 inches. The bath towel will measure either 27 x 53 inches or 34 x 68 inches. These towels and washcloth will be imported in four different colors which are designated as B-China Blue, C- Peking Blue, G- Misty Green and R- Chantilly Rose. This color code will be added to the above item numbers.

The applicable subheading for the hand and bath towels will be 6302.60.0020, Harmonized Tariff Schedule of the United States (HTS), which provides for toilet linen and kitchen linen,of terry toweling or similar terry fabrics, of cotton towels: other. The duty rate will be 9.6 percent ad valorem. The duty rate for the year 2001 will be 9.5 percent ad valorem.

The applicable subheading for the washcloth will be 6302.60.0030, HTS, which provides for toilet linen and kitchen linen,of terry toweling or similar terry fabrics, of cotton other. The duty rate will be 9.6 percent ad valorem. The duty rate for the year 2001 will be 9.5 percent ad valorem

The hand and bath towels fall within textile category designation 363. The washcloth falls within textile category designation 369-O. Based upon international textile trade agreements products of Pakistan are subject to quota and the requirement of a visa. Products of Pakistan falling in category 369-0 are not subject to quota or visa restrictions.

The designated textile and apparel categories and their quota and visa status are the result of international agreements that are subject to frequent renegotiations and changes. To obtain the most current information, we suggest that you check, close to the time of shipment, the U.S. Customs Service Textile Status Report, an internal issuance of the U.S. Customs Service, which is available at the Customs Web site at www.customs.gov. In addition, the designated textile and apparel categories may be subdivided into parts. If so, visa and quota requirements applicable to the subject merchandise may be affected and should also be verified at the time of shipment.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
