RE: The tariff classification of ribbons from Taiwan

Dear Ms. Blair:

In your letter dated March 1, 2000, you requested a classification ruling.

You submitted five ribbons which are part of a ribbon collection identified as stock # Sams-RO5. Each of the ribbons has a unique identifying style number. All are packaged in 50 yard lengths. All are of woven material. Style RJ414-01 measures 2.5 inches in width and is made of 55 percent metallic and 45 percent nylon fiber. Style RG419-08 measures 2.5 inches in width and is made of 55 percent metallic and 45 percent nylon fiber. Style M0420-01 measures 2.5 inches in width and is made of 55 percent metallic and 45 percent polyester fiber. Style RX446-01 measures 1.5 inches in width and is made of 75 percent metallic and 25 percent nylon fiber. Style RX481-19 measures 1.5 inches in width and is made of 85 percent metallic and 15 percent nylon fiber.

The applicable subheading for all of the ribbons will be 5806.39.3020, Harmonized Tariff Schedule of the United States (HTS), which provides for narrow woven fabrics, of other textile materials, other, other, of metalized yarn. The duty rate will be 1.2 percent ad valorem.

All of the ribbons fall within textile category designation 229. Based upon international textile trade agreements products of Taiwan are subject to quota and the requirement of a visa.

The designated textile and apparel categories and their quota and visa status are the result of international agreements that are subject to frequent renegotiations and changes. To obtain the most current information, we suggest that you check, close to the time of shipment, the U.S. Customs Service Textile Status Report, an internal issuance of the U.S. Customs Service, which is available at the Customs Web site at www.customs.gov. In addition, the designated textile and apparel categories may be subdivided into parts. If so, visa and quota requirements applicable to the subject merchandise may be affected and should also be verified at the time of shipment.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
